New Investment And Financing Guidelines Launched For Public Universities
The Ministry of Higher Education (MOHE) has just launched the Investment and Financing Guidelines for Public Universities 2024 as a reference for universities to enhance their management and income generation.
During the launch, Minister Datuk Seri Zambry Abd Kadir said that the guidelines are an update and improvement of the existing guidelines used since 2004.
Guidelines to investments in line with govt regulations
The new guideline was developed based on the study conducted by Universiti Kebangsaan Malaysia (UKM).
According to the University and University College Act 1971, public universities are permitted to seek additional funding via private investments such as in equities and properties.
Zambry also mentioned that public universities with income-generating subsidiaries can refer to the new guidelines.
“So, these guidelines will allow them to learn about regulations,” he added, highlighting that the book will help ensure public universities investments and financing in line with government.
With regards to the guidelines, the newly launched book streamlines the rules and procedures related to investment. This covers equity instruments, debts, other financial or partnership arrangements with external parties, financing, control, and monitoring in line with the provisions under respective universities’ constitutions, among other things.
